It is used to extend multi-core copper cable.
Usually found toward the bottom of the pole. I've seen them opened up when Openreach are tracing cable faults, saves them climbing the post.
Superusers are not staff, but they do have a direct line of communication into the business in order to raise issues, concerns and feedback from the community.
