I have two CS50001 routers both are on the same IP .254. I need to change one of them before I can connect them.

Is this some kind of fault or are you repeating the same message?
If you let me know the IP and what you are trying to change it with i can best advise

Not sure, just noticed it now myself and can't seem to delete the second message.
On the Wifi, this is what I am trying to do:
1. Change the main router DHCP range from 192.168.1.1 -> 192.168.1.200 to 192.168.1.3 -> 192.168.1.200.
2. Change the second router IP from 192.168.1.254 to 192.168.1.2, disable DHCP.
3. Give both routers the same SSID and password and change channels to avoid overlap.
4. Connect the routers via a powerline adapter.
*Both routers have the default IP 192.168.1.254
I can do all the necessary steps except changing the router IP, it seems to be locked. It attempts to save the IP I want, but after refreshing, it still has the IP 192.168.1.254.

You appear to be doing everything correctly.
Why don't you try the following in a different order for now as it might be the order you are doing things that the router does not like.
On router 2 perform the following steps:
1. Disable the DHCP pool, save config, reboot router, ensure config is maintained
2. Try configuring the router with the static IP 192.168.1.2 Mask 255.255.255.0 gateway 192.168.1.254 (if it allows for these options) save config
3. Setup wireless
4. Perform a ping test from the second router to the main one

can't change the .254 on either router. I assume my provide has some master user that can do this, but I can't get anywhere with them.

Are you trying to amend this from a mobile device? have you tried from a desktop?
Also do you know if the router allows you to SSH to it and log in?
