diabolical upload speed

I signed up with Plusnet Fibre to improve my upload speed, I was on adsl and was getting around 6mbs down which was acceptible but only around 0.8mbs up ( I have previously had 1.04mbs up)  imagine my dismay when my upload on PN fibre was only 0.76mbs, so for the last 3 weeks I have been banging my head against a brick wall trying to get this situation improved.
I have now resorted to going back to adsl as I am paying for a service that I am not receiving and I will be leaving Plusnet at the first opportunity.

Was the slow upload with a wired or wireless connection to the router?

Could you post the results from the further diagnostics from a BT speed test please.
Do you know how far you are from the cabinet?

Hi thanks for your assistance.
I am 2 miles from the exchange and approximately half a mile from the cabinet.
BTW test results are as follows .... Upload speed achieved during the test was - 0.72Mbps

I think this explains why you're seeing such low upload speeds. From looking at the location of your premises and the location of the cabinet, I've got the distance between the two at 1.6 Miles which is 2.5km.
Given this distance in accordance with http://www.increasebroadbandspeed.co.uk/2013/chart-bt-fttc-vdsl2-speed-against-distance your speeds are probably about right, if not a little better than what we would expect.

How come then I have had 1.04mbs on copper all the way from the exchange???

Because of the higher frequencies used by fibre - about 17MHz on 17a profile - compared to ADSL upstream of about 100kHz the attenuation (reduction in signal strength) over distance is a lot greater
This means that for a similar copper line length you would see a much greater percentage speed drop on fibre
In most cases the cab to user distance is much less that the exchange to user distance but it appears from what has been posted your cab is about the same distance from you as is the exchange.
HOWEVER
The distance quoted by you of 0.5 miles and by Chris of 1,6 miles indicates that either you are on a different cab to the one you think you are or something is really screwed.

I have just checked and the cabinet is 0.6 miles from my house.
So you are saying that it is pointless installing fibre as basically it is slower than copper.
Another point, if fibre is so much slower how come my download speed is double what it is on copper?

FTTC uses a higher frequency than what ADSL does.
This means that the signal used for FTTC degrades over shorter distances quicker, as shown on the graph from the above link.
ADSL uses lower frequencies which can mean that in some instances, you're better off staying on ADSL as opposed to moving to FTTC.
If you can PM me where you believe your Cabinet is, such as a street name, I'll try and confirm to you what the actual cabling distance is, bearing in mind that distance on foot is completely different to how FTTC might be routed.

I checked with the engineer who installed it and the cabinet is on Park View Road Chapeltown S35.

If you have a fibre-optic broadband connection, you're less affected as the distances are shorter (from your home to the street cabinet instead of the exchange; see the fibre broadband guide for more details)
How near you live to your local exchange will affect the speed of your broadband. If you have fibre broadband, your speed shouldn't be as affected by line length.
