cancelling PN

Told PN that as I am not getting any thing like a broadband speed I would be cancelling there service. Had an email telling me to phone dedicated number for cancelling or post a letter, this from a internet service provider. Tried to call and there is a 10 min. waiting time, is there service so bad that there is so many trying to cancel that it is causing a backlog or is there only one person in that department.
