Traffic management and speed capping, really?

Question to those that know better, does plusnet cap download speeds for certain customers when managing traffic?

When I asked on their chat line I was told "no, they do not" but, it was 'suggested' to me by a visiting engineer that they can and do cap speeds and that in my case (often less than 1.5mpbs since last month) it might be happening given that one next door neighbour gets around 5mbps and the other just under 3mbps - at varying times of course. For the past year mine has been at around 3.5mbps and whilst low in the grand scheme of things it was enough to cope easily with such things as BBC iplayer and 'catch up' television. Now at less than 1.5mbps all I get is "buffering" most of the time. Annoying? You bet. 

So what's the truth of the matter guys?
