PN will send me a new router.
Have conducted further trials on existing Billion router and it will not switch the ports any faster than 100Mbps.
Unplugged everything else and plugged my new build PC with twin 10Gb ports and Billion won't budge above 100M!

What describe could be a failure of the attaching device and the Billion not auto negotiating the connection speed correctly.
Have you changed the PC network Interface "Speed and Duplex" from the default Auto ? If you have changed the setting then try the default.
It could be the Billion LAN ports are unable cope the high speed of the new PC and failing to negotiate the best speed

New router installed & working.
Plug laptop in & I get 495 down & 75 up!
However... plug main PC in and it won't budge from 100Mbps. This is a Gigabyte MW83-RP0 mobo with 10GB NIC's.
Latest BIOS/firmware/drivers.
Cable is CAT8 and tested at 495 with laptop OK. What next?

As the Gigabyte MW83-RP0 has TWO ethernet ports, what happens if you connect those ports together using your CAT8 cable, and then check the negotiated link speed for each port ?.
If it's still stuck at 100Mb, then try a different cable.
Check the Gigabyte support site to see if you have the latest LAN drivers installed.

Maybe that wasn't such a good idea.
Do you have any high speed ethernet switches that you could plug in to 1Gb, 2.5Gb, 10Gb - to check links for > 100Mb ?

Afraid not. Just uninstalled the NIC drivers & downloaded the drivers from the Gigabyte website & re-installed.
Laptop is rocketing along at 500Mbps!
I've swapped the CAT8 cable to the other mobo port & nothing happens, no connection!

Can you confirm what is stuck to 100Mb, the results of a speed test or the network cards (NIC) negotiated speed?
You are connecting the PC (Gigabyte MW83-RP0) directly to the Hub Two?
For windows this PowerShell command will detail the NIC speed, post the results.
Get-NetAdapter | select interfaceDescription, name, status, LinkSpeed
Where LinkSpeed is the NIC negotiated speed to the switch/router
As the maximum speed of your network will run is 1000Mb have you tried a cat 5e or 6 cable between the PC and Hub Two?
Edit: as the NIC are on the motherboard, have you checked for any network related settings in the BIOS?
