First a bug. You cannot specify a fixed IP outside the automatic DHCP range. This is contrary to every router I have used where you can have fixed addresses and a seperate block for automatic allocation.
Second seems a serious limitation. You cannot specify a fixed IP for a device based on the MAC address, the router first has to find the device and allocate an IP. If it doesn't find it, you are screwed.

As we don't buy them as such, your only option is to buy a Router.
