You can’t use the BT app.
Log in to the hub by entering 192.168.1.254 in the address field of your web browser. Then select Advanced Settings/ Wireless. You will be asked to enter the Admin password from the pull out tab.
Don’t forget to Save new settings.

When I access advanced settings and then access controls, I get the attached screenshot. Its a BT smarthub2.
There doesn't appear to be any way to manage access via the smart hub and you have to go via the app which is locked to BT accounts only (you can't blame BT as Im no longer their customer). I have tried to access it that way.
My hope is to restrict our kids online time for various devices so after some smart access controls.
I have the plusnet hub but didnt use it as it wouldnt work with BT discs. Is the best option to switch back to the plusnet hub and buy other access points?

Looks like BT have shut this down.
Looks like your best bet is to flog the BT disks and buy a Mesh system. Either convert the Plusnet Smarthub into Bridge mode (you will find instructions on this board) if you have FTTC or connect the Mesh directly to the ONT if you have a Full Fibre service.
