Switched from Fibrely to Plusnet using OTS. Fibrely claim they were not notified.

I recently switched from Fibrely to Plusnet using the OTS service (openreach FTTP). During the signup my current ISP was matched and I had a confirmation email from Plusnet that they were switching me from Fibrely. I did not however receive anything from Fibrely.
The switchover happened to plan with my Fibrely Service cutting out at midnight on the Switch Date and Plusnet started working around 2pm, however a few weeks later I received an invoice from Fibrely for the next months service. On contacting Fibrely they stated my service was still active with them and Plusnet did not contact them?
I am confused how this can happen, the whole point of OTS is you don't need to contact your old provider and it is seamless. If they can't match your old ISP then it should say you have to contact them to manually cancel. Now going through a lot of stress to get Fibrely to cancel a bill for a service they are no longer providing!

If Fibrely disconnected you at midnight on the switch date, they must have been informed. Sounds like a case of their left hand not knowing what their right hand is doing.

Fibrely claimed that Plusnet took over the connection without informing them and the OTS "had failed" and kept repeating that line until I said I wanted to complain.
I don't know if Plusnet can prove that a request was sent through Totsco to Fibrely?

You will need to contact PN to determine what they did, but the loss of the Fibrely service at midnight suggests they were aware.

I believe Fibrely were late to the OTS party. They still appear to be having trouble processing OTS requests

Superusers are not staff, but they do have a direct line of communication into the business in order to raise issues, concerns and feedback from the community.

As I understand it, OTS is managed by TOTSco. Looking down their membership, it would appear that Fibrely have not joined.
If this is correct then OTS would not work.

Under General Conditions C7.18 – C7.27, providers must maintain a single switching process – One Touch Switch – for relevant switching customers. OTS is the only switching process for residential customers switching fixed services which is compliant with the General Conditions; it provides easy, quick, reliable switching which protect consumers and supports competition across all networks. Any providers using alternative switching processes must therefore take immediate steps to stop their use of these.
We are aware that there are some scenarios where an attempted customer switch may result in a match failure, and that one customer may experience multiple match failures, through no fault of the Gaining Provider.
In this scenario, it is our expectation that a provider should use all reasonable endeavours to carry out a switch using OTS. For example, if an online order fails to acquire a successful match, then it is our expectation that customers should be directed to alternative channels (e.g. phone support) to assist with the match. Should these still not result in a successful match, then it will not be possible to switch the customer. The only course of action – if the customer wishes to proceed – is for the customer to cease the service with their existing provider and for the new provider to provide a new service. This is commonly referred to as “cease and re-provide”. We expect providers in this scenario to clearly explain to the prospective customer that they must contact their existing provider directly to cancel their current contract.
I think I am protected as Fibrely are in breach of their license by not providing OTS. They are also trying to bill me for the notice period, something which is forbidden under OTS. Plusnet gave no indication of not being able to match.

An organisation doesnt have to be a full member of Totsco , they just have to use the OTS system

Yes, it would seem that Fibrely just failed to process the OTS switch nofifications correctly (if at all?) and close down the account.
If the OTS system accepted PLusnets takeover, then that would let them place the order on Openreach and so the actual connection would transfer successfully.
A formal complaint to Fibrely OUGHT to sort it out but from seeing some of the reviews I have my doubts. It might take the case going to ADR to rectify.
