Is this for a new Plusnet connection, or a replacement for defective kit?

Right, well your Hub is posted to arrive two or three days before your connection, so until you are given a confirmed date for that, it will not even be considered for despatch. And when it is despatched, the tracking number will be posted on your account, and should be in the email you are supposed to get when it is sent.
