@poppy34747 if your developer has installed the internal fibre then they should be registered with the Openreach Developer Portal. As part of that registration they have a designated FBC

An Openreach Field-Based Coordinator (FBC) acts as the primary point of contact for property developers and site managers. They assist with registering new sites, ordering free network materials, and scheduling fibre/copper infrastructure installations. You can manage your projects and locate your FBC via the Openreach Developer Portal

AFAICS They should be able to contact their FBC and cooperate with Openreach to fix the problem.

Superusers are not staff, but they do have a direct line of communication into the business in order to raise issues, concerns and feedback from the community.
