I apologise if this is a silly question,
I have got an engineer booked on the 4/7/17. Do I have to be in? If so, will the engineer see the note I put stating "noone in until 5PM).

Hi there,
As the appointment is for installation of a new line/socket somebody would need to be present. Unfortunately although you've added a note that you're not available until after 5pm, this isn't something we can book with Openreach as the appointment slots are 1pm-6pm so would need someone available for the whole timeslot.
