Random call to 123 - Speaking Clock

I note other people on the forum having a random charge for call(s) to "123" and it likely being engineers using the wrong test number.
My bill shows a 123 call at 12.55 on 22.01.2026 and the router log also shows my broadband went down at the same time so I suspect some engineer activity. The call was certainly not made from the house.
Can I have a refund for this please?
