Over charged - have you not properly implemented my new contract?

On 21/11 you confirmed my new contract by email.
Today you have charged me £43.50 - you out of contract rate.
Please fix and refund ASAP.
PS - I notice when I log on that this is still showing:
An error has occurred
You can't change your products for the moment, you already have a product change in progress.
