Pairing with your iPhone isn't dependant on your mobile operator.
However, you PN doesn't support cellular Apple Watches.
Unless you plan to leave your iPhone at home a lot and just go out with your watch then the cellular one is overkill.
You can still answer calls etc. on your watch - it just needs to be in range of your iPhone.
Family have iPhones and apple watches using PN just fine.
