Hello
Just changed from Vodafone 150 to Plusnet 300 and I'm unable to get over 99Mbps my computer is connected via CAT 6 cable the only thing that has changed on the setup is the router and cables, I have spoken to Plusnet and they have asked me to wait a week as it's a new setup, WIFI does work at 300Mbps its just the LAN ports.

That's rubbish I'm afraid, Full fibre doesnt have a 'training' period, it goes at the provisioned rate immediately!
and I'm unable to get over 99Mbps my computer is connected via CAT 6 cable
WIFI does work at 300Mbps its just the LAN ports.
That points to a cable or a device problem. The cable between the ONT and router must be ok otherwise wireless speed would be affected.
Is the problem only with one wired device ?
check on the Hub 2 devices display and on the device itself that the device shows connected at 1000Mb and not 100Mb
edit: just seen your links, the last one shows that the device connected to LAN port 1 is only connected at 100Mb. That's your problem.
Check that the cable is ok. what's the make / model of the device ?

Note the 3rd attached image, the very bottom entry that you highlighted
shows your LAN Port is connected at 100Mbps, that would limit speed test to about 94 Mbps.

I have a new router turning up tomorrow hopefully this will fix the issue.

@Ian1964 please let us know, but I'd be surprised if its the router at fault!
Was it the same when connected to the other LAN ports ?

Yes same speed over all 3 LAN ports, that speed has increased after I did a factory reset on the router so top speed now is
103Mbps, 309Mbps over WIFI.

New router installed and technical log now showing LAN connection up speed 1000Mbps this is up from 100Mbps on the old device but no increase on LAN speed, WIFI still 300Mbps.
Just for info on how my computer is connected to the internet I'm using TP Link AV1000 Gigabit Powerline Model TL-PA7010 and TL-WPA7510

Just for info on how my computer is connected to the internet I'm using TP Link AV1000 Gigabit Powerline Model TL-PA7010 and TL-WPA7510
I was disappointed with that model of TP-Link powerline adapters, although they may connected to the router at 1000 Mbps the link speed was for me never for above 60 Mbps, I stopped using them.
I currently use TP-Link WPA4220 with TL-PA4010, I see speed tests of 95 Mbps in both directions with these.

While these adapters are a few years old now I've not had a problem with them and the Vodafone service that's half the speed of Plusnet was much faster.

plusnet only guarantees the speed to the ONT, you would need to demonstrate that the speed with a device connected directly to the Hub is below your product speed.
As you have already stated WiFi devices speedtest is around 300 Mbps this suggests your product provision is fine.
Any third party equipment is out of scope.
You are using at cat5e cable or above at the PC end of the powerline adapter?
Have checked to see what the speed is between the powerline adapters?

TP Link AV1000 Gigabit Powerline Model TL-PA7010
My experience with those is that they'll max out at around 120Mb even when on the same electrical circuit. Put them on different circuits with RCD's and they'll drop down as low as 25Mb.

Just ordered a USB to ethernet adapter as my laptop does not have an ethernet port then I can test the router direct.

That looks good. That USB ethernet adapter shouldnt be a limiting factor. I was concerned that it might have only been USB2 in which case it may have limited to around the 250-300Mb.
