Erratic connection failures - packet blocking - failed billing

We have been suffering from a wide range of issues which I am having trouble pinpointing to report. Router is connected fine but connection is slow despite speed checks looking okay. Some pages return a http://failed.billing.plus.net/apps/payment/failed could not be loaded because:

net::ERR_CONNECTION_REFUSED. The router logs are full of packet blocking both outbound and inbound.
We pay by direct debit and the last payment was fine. Router has been restarted and devices cleared and reconnected but currently on 4G to use this page and try to work out what is going on.

I'm sorry to see you're seeing the failed payment webpage when trying to get online.

When checking the account linked to your forum profile, there's no sign of an issue there. Sad
