When can the NTP protocol get used when there is no WAN connection?

(yup - I disconnected with the software interface on a hub2)

23:15:55, 26 Jul. NTP Server: ntp.plus.net
23:15:55, 26 Jul. NTP synchronization success
(IPv4 session down - couldn't access the web - or anything else)
Re-established/reconnected IPv4 via the web interface on the Hub2

Looks like the : NTP synchronization success message is displayed regardless of the outcome.
