Can't quite believe this is the way I have to do this (I thought your customer service was meant to be brilliant, but this is ridiculous).
We've had a domain registered on our Plusnet account for about 20 years. Now you've decided you don't want to do that any more, and will no longer offer redirects. Therefore in order to fix an email problem I've had for a week, I need you to change the IPS tag on my domain (9thseaford.co.uk) over to IONOS please so I can move it to an actual hosting provider. ASAP please as I'm currently unable to receive emails, and no error message is received.

Yes, domain hosting is a legacy facility and so customer services are not familiar with the functionality.
I'm not sure if you're aware but Plusnet are in the process of transferring email and hosting to Greenby. It's being done in a 'staged' method so some of the smaller 'brands' e.g free-online are first. AFAIK more complex accounts with emai, and hosting will be some of the last to be migrated so your account won't have been affected yet.
What exactly is the problem you're having with your current domain hosting ?

I don't know if it's a recent change, I'm not the account holder, I just get roped in for tech support when my mother's email stops working without warning. She doesn't use web hosting, she doesn't even use email, but she does have a domain (registered with PlusNet a very long time ago) with an associated email which redirects to an outlook.com address. That redirect stopped working a week ago. Customer services (who were lovely, but couldn't fix the issue) think it's related to the Greenby migration. As redirecting of emails is also a legacy service, they can't recreate the redirect to try and fix it. So my only option is to transfer the domain somewhere else and set up another redirect with an actual hosting provider. But of course, I can't initiate that process anywhere but here. Which is entirely logical...

@Tom21 well I'd be fairly sure its not associated with the Greenby migration, as I said above, as far as we (the superusers) are aware, no accounts with domain hosting have currently been moved!
Given that you are trying to redirect to an outlook.com address, the most likely problem is a lack of SPF or DKIM authentication for the domain.
Is this domain hosted on a Plusnet account i.e not one of the legacy brands like Madasafish, Freeonline ?
If so have you added an SPF record for the domain using the following 'workaround'
Note that the MX record should be created exactly as shown below. Once the SPF record has been created, you should find that its possoble to send to MIcrosoft addresses
Create an MX record using the values below on your domain as follows using the domain configure option in the member centre. Login to the member centre and go to https://www.plus.net/my.html?action=domainv2 , click the 'configure' button and then add an MX record in the Additional DNS records section by clicking the 'Configure DNS records' button
Type: MX Priority: 999999 Right Field: please-add-spf-records
That should create an SPF record ( may take up to about 6 hrs ). You can check if its created using the mxtoolbox site https://mxtoolbox.com/ , entering your domain and selecting SPF from the dropdown

Would the 9th Seaford domain be a domain related to a scouting group?

AIUI Plusnet’s forwarding implements SRS to maintain SPF verification of the ORIGINAL sender of the email. Therefore is SPF on the hosted domain going to make any difference?
Where email is redirected by the Plusnet service, what becomes the from address - the hosted domain or the underlying naked Plusnet domain?
How do you know there’s a problem? What symptoms are seen? An. Outlook rejection if it goes anywhere should go to the original sender - have you seen such? If yes what gives rise the the thought that the issue is related to the Plusnet service?
If an email is sent direct to the outlook address from the originator is it received without issue? Right now, I would not trust Outlook as a dependable mail service. As things stand changing the middle man might not change the experience. Email forwarding is a murky business, far better to use the hosting service’s mail platform.
As for the domain name transfer out, ANY agent can / should be capable of doing that. If there’s doubts, refer them to ALBERT.

Good point, I'd forgotten about SRS. You're right , it shouldnt make any difference.

I would have expected it to be the hosted domain but its an interesting point. I don't have a hosted domain anymore to test it out. If it turns out to be the naked Plusnet domain, then its likely being caught by the 'bulk sender' issues...
