PlusNet blocking access it AWS in ap-southeast-2 (Sydney)?

Cannot access AWS in ap-southeast-2. Also not working for neighbour with PlusNet.
Can access via 5G.

e.g. this command fails

curl -v https://ec2.ap-southeast-2.api.aws

Same command to ap-southeast-1 (Singapore) works
