According to the BTw checker results posted earlier, yes!

@Baldrick1

What you need is for someone at PN to take up the cause and try and get answers from OR.

Oh for the good old days when a Wizard was available to help with FTTP matters.

@Baldrick1 Openreach currently have a bulk relaxation (until Oct) of the FTTP priority rules https://www.ispreview.co.uk/index.php/2025/12/openreach-tweak-stop-sell-rules-in-fttp-priority-areas...

So maybe now is a good time for your neighbour to try upgrading to SoGEA

He’s coming around this afternoon to give this a try.

@Baldrick1

Switching to SOGEA means they lose their landline.

In which case, they need to have a VOIP provider lined up.

@bmc

True but that's not a prime consideration.

@Baldrick1

Maybe, but you started this post with a question about a friend who wished to move ISP to keep a combined phone / internet service.

Re: Moving to EE in Stop Sell area.

@bmc

True, that is the preferred option.

@MisterW

Spoke to an Agent who transferred me to another department to some-one who had spoken to an Agent and as anticipated, the computer says No.

Having got the current extension, for personal reasons I shall leave it a couple of weeks, which will allow things to settle down, then try contacting the CEO of Openreach.

I suspect a touch of 'wizardry' might be useful 😉 maybe drop him a PM referencing this thread ?

@Baldrick1

As I suspected, it appears your friend was given a PN exemption to enable his contract to be renewed.

I do not know how the OR system works when seeking an exemption in a Fibre Priority Exchange. I suspect in this case someone from PN would need to contact OR, explain the circumstances and request an exemption to enable an upgrade from ADSL to SOGEA.

Re: Moving to EE in Stop Sell area.

There are two issues here. The first is obviously resolving my friend's problem.

However, I am also trying to potentially help others by determining the rules in this situation. It is my view that in a stop sell area where it's only possible, in cases of upgrading a contract or moving to a new ISP, the only available option is to upgrade to FTTP, then that upgrade should be available free of any ECCs. If the move to Full Fibre requires additional charges, then the Availability Checker should record FTTP not available to open up the route to SOGEA by exception.

Upgrading to FTTP with ECCs is covered in another section of the Availability Checker. It's called FTTP On Demand.

I fully understand that errors can creep in, in my case whoever did the original survey did not understand that there was no existing or clear duct from the nearest access chamber to the property curtilage. However, getting this sorted is probably more complex than a regular ORDI correction.

@Baldrick1

I would endorse the suggestion from @MisterW that you drop the Wizard a PM to see if he can be of assistance.
