Windows network will show 'not connected' if Windows fails to connect to some specific sites which it uses to try and determine if it is connected to the internet, www.msftconnecttest.com, is one, it will then report 'not connected' if these fail, however other sites can still work as the test just means those ones it tested could not be connected to.

So this can explain why it says 'not connected' but you can use many sites.

I think as you have done already a traceroute might identify the issue as you say Rockstars service status says all is good.

I assume "Rockstar" is https://www.rockstargames.com/ - which I can connect to OK. Suggests there is some kind of network routing issue, like we have seen before from time to time.

Do you know for certain what DNS server your PC is using? If using Windows then click on Window::Network Connections

Click on Network adaptor::Status::Details...

Should show the IPv4 DNS Server's IP address.

are you able to tether this pc to a mobile phone which is using mobile data?

This will prove your pc or a network issue

EDIT why are you using an incorrect dns ip address

Superusers are not staff, but they do have a direct line of communication into the business in order to raise issues, concerns and feedback from the community.

212.159.14.49 isn't currently given as a Plusnet DNS server:

Does 212.159.14.49 work as a DNS it is not on the Plusnet list ?

...It seems to be Plusnet, but not a DNS server.

Looking at the OP's trace route, the trace failed before reaching the destination, this usually means there is a network routing issue that is external to the customer's connection and computers.

Even the trace route that worked was via several hops, was that also over PN ?
