Repeated send error 452 from Outlook 2010 "too many recipients in period from this IP address"

This started about a week ago. I was trying to send an email to a distribution list with 21 recipients, which I have been doing without a problem for several years.

It changes day by day, so sometimes I can send an email to a single recipient, sometimes not even that. I never manage to send to 21 recipients. It looks as though my daily send limit is a low number (and less than 21). 

The same error (with slightly different wording) occurs:

• In Outlook 2010 using "smtp.freenetname.co.uk" on an unencrypted connection
• In Thunderbird using “relay.plus.net” on an SSL/TLS connection
• Using Plusnet Webmail (error 451)

Currently (29 Oct 22:39) I can’t send any emails via any of the above methods.

OK I've seen that this is known about and being investigated.

By the way:

• I don't use a VPN
• My ISP is TalkTalk
• I've power cycled the router
• My Android phone also exhibits the same symptoms
• Running Windows 7
