It has certainly been a tough time, largely predicated by the rampant level of spam activity across the platform.  Working with @Annasdad it has become clearer that blacklisting could be in-house not the 'normal' PBL listing you've noted which is to do with inhibiting relaying email from your own SMTP server.

Proper Outlook is usually more tidy with settings.  If you still have issues changing the setting within Outlook, try the legacy back door for managing them.  Control Panel -> Mail (Microsoft Outlook) -> Email accounts...

 

Do you have a static IP address?

IIRC you are Force9 - unauthenticated SMTP access will encounter a 4.3.2 internal server error - I got that escalated earlier today.

i've tried that back door route for updating the server settings and from the look of it outlook tools uses the same approach. I've just tried again with no success still.

There are a number of various problems with outlook not updating setting changes visible by googling online - and most of the solutions involve editing the registry. I've tried that once but again no success and I'm nervous about doing too much in the registry, it is beyond my experience. 

I also considered deleting the main mailbox and trying to create a new one, but resisted the temptation in case Outlook would not save the "Add" in settings, as it is not responding to "changes" or "repairs" - in which case I would be really stymied..

 

I am force9 and think I don't I have a static IP address.

Have you tried repairing Microsoft 365?

Also try running Outlook in safe mode.

Im wondering if you have a damaged profile?

Done quick repair, full repair, safety mode, full virus check, everything I can think of I’m afraid!

I have been doing some more tweaking and am now getting on send this 4.3.2 error!  Progress?

Just set authentication on the outbound server.

I did that and got error 550 - , sender domain rejected by blacklist  policy. Settings in outlook then as ever failed to save update.
