Not as I understand it. They will record your complaint for "monitoring" purposes and advice you of the approved complaints process that your ISP should have in place, and how to take the complaint to  one of two Alternative Dispute Resolution (ADR) schemes should the complaint not be resolved after 8 weeks.
Not that it would appear to apply in this case, although it does seem to cover complaints about an ISPs handling of a complaint, if that makes sense.

Wow, I have terrible speed and little hope of getting it improved - so why am iIsmiling? I read this post from the start. It does sound like Giro is looking for an excuse to cancel without paying anything.
