I have set the 1480 thats as high as recommended. The line NEVER used to be like this. only the fast few week. I know there upgrading the exchange for fiber should be ready for end of next month. maybe related. I dont know.

Rather than genuine values the huge error counts look to be reset peculiarities to me. Did you check what the values were soon after the router was started? It's worth checking values a few hours apart to get an idea of error rates.
Are you sure that interleaving is turned off rather than 'auto'? The interleaving depth shows as 1 which I thought was auto, though currently off.
What MTU is set on your PC? To avoid potentially fragmented upstream packets the value needs to be no larger than that on the router. Even though the router says 1480 is the default will it allow you to set 1500?

router been running for 1 day 20 hours no disconnections
HEC Errors: 4294967282 which is a change of 7 must be something to do with the router starting up
OCD Errors: 89
SNR Margin (0.1 dB): 94
Attenuation (0.1 dB): 285
Attainable Rate (Kbps): 16000 Down
Attainable Rate (Kbps): 940 Up
Rate (Kbps): 13011Down
Rate (Kbps): 443 Up
I put order in to un-cap my upload, no change yet.
