First let me say that I think Jojo would prefer you to leave the router alone while PN are doing their monitoring... disconnections will affect the results.
It's certainly possible for a filter to change the downstream speed, as it can affect the amount of signal getting through. And there are certainly cheap'n'nasty filters out there too.
However, it is also possible that the difference is just down to the time of day that the sync was done: It is usually accepted that the line is noisier from dusk through to dawn the next day, and that it is least noisy in the middle of the day.
If you sync in the least-noisy period, you are more likely to get a faster sync; if you sync in the noisiest period, you can get a slower sync.
However, stability is the opposite - a sync made during the day is one that may not be sustainable overnight, triggering a new sync at a lower speed. However, a sync made overnight is likely to be sustainable during the next day.
If you want to resync for faster speed, then try to do it in the 10AM-2PM region. But if you do too many, you'll be helping BT's DLM to continue believing your line is faulty, causing it to keep the 15dB noise margin.

Does all ISP use the same 8mb max system powered by bt or is there other systems out there if so which ISPs use them?

However, there's a process called LLU (local loop unbundling) that allows companies other than BT to put equipment in the exchange building, and then sell you a broadband service through that, or a combined broadband+phone service.
LLU services do use the same copper wire to your house, maintained by BT OpenReach engineers in the same way as happens now. However, anything related to the hardware within the exchange is someone else's concern, not BTw (wholesale). If the fault lies in the copper, then it'll have a negative impact whoever you go with.
LLU services then tend to be ADSL2+, and have their own backhaul to the ISP. They don't have the whole IP Profile nonsense, but may have their own issues. The individual LLU ISPs may then apply their own traffic management scheme on top, and have their own packaged bundles of data volume.
The usual LLU ISPs include Be, O2, Sky, TalkTalk, Tiscali, C+W, Orange. The details at SamKnows should give you a feel for LLU availability at your particular exchange: http://www.samknows.com/broadband/exchange_search
I think I've seen a report about one of the LLU companies, and the different way they go about the fault process. If I got it right, then they send someone out to your house (at cost to you, was it around £40???) first, to rule out any problems with your internal wiring or systems. If that doesn't fix things, only then will call out the OpenReach engineer, knowing that the cause is very unlikely to be something that BT will charge £130 for, and they will take the hit if it is indeed charged. I presume there is also some work/tests done on their LLU kit in the exchange too, but I don't know where that comes in the process.
So, effectively a fixed-price call-out of £40, whether it is your fault or not, plus the potential that you need an extra day off work, compared with an unknown prospect of £130. I wonder which process works best...

of my broadband product. is it the same with fibre optics ie virgin be, do are they still use bt s lines, rented
by that companie or is the network owned and managed by those companies that market the product.?

Kcom (in Hull) have their own street network (mostly copper)
Colt (City of London) have their own network within London, but I guess don't deal with us plebs.
I believe all LLUs currently use BT's copper network, but there isn't yet an LLU that uses BT's fibre networks. That should be possible, but isn't there yet.

got to wait till it stablises but should be around 4 meg. bt blamed the thompson router for poor ip profile but also said the exchange equitment was faulty as well hopfully sorted
