Why is my IP Profile Stuck??

I have experienced a cap on my download speed for the last month at 2000Kbps. These are the results i keep getting from the BT speedtest:
Download speedachieved during the test was - 1834 Kbps
For your connection, the acceptable range of speeds is 400-2000 Kbps.
Additional Information:
Your DSL Connection Rate :8128 Kbps(DOWN-STREAM), 448 Kbps(UP-STREAM)
IP Profile for your line is - 2000 Kbps

My profile at Plusnets end mirrors this information and they have my speed set at 7150Kbps as per the delta report they have recieved from BT. My problem seems to be an IP Profile at the exchange that is stuck at 2000Kbps. I have had this problem a few years ago and someone at PLusnet who understood the problem had my IP Profile at the exchange reset, but i seem to be struggling this time with this problem. I have raised tickets 42856849 and 42895628 but dont seem to be getting anywhere. Who can i contact who may understand this problem?
