Do you know what your router is actually syncing to the exchange at?
It can take a number of days (10 IIRC) for the line to stabilise and the actuall speed be set.

So have you got your b's and B's mixed up? 30kBps=240kbps which match up with the speed limit for P2P and 700kBps=5600kbps which make more sense with your line syncing at the maximum speed.
