Trying to Moving to PlusNet

Hi Please can anyone advise ?

I am trying to get my sister over to PlusNet from 1p Broadband - when I try to progress the PlusNet portal tell me full fibre not in place and offer part fibre  at a more expensive price ! 

If I try with BT (our parent company) full fibre is in place and if i try with other full fibre is place if I try the address on OpenReach portal - full fibre is available and also on the BT address line checker available

Something is not right.

It is certainly available. I would call Plusnet and ask them why their system thinks it isn't.

I wonder if it's a capacity issue, only visible when trying to place an order?
