Not that I find my current speed slow. its fine! well I would like to have a better upload speed.

Unless your memory is playing up and you were seeing IP Profiles of 21-22Mbps. That could give you 19.98Mbps actual.

Something is possibly a little amiss here - I'm not familiar with that router but something strikes me as being a bit odd. You've supplied 3 sets of data, one of a connection of a little over 13 days, the other two from your tests today. The recent connections report an increase of 2Mbps (over 10% improvement).
In each case there are two different synch speeds reported - one in the log and another from the stats screen. In each case the line profile is based on the higher figure reported in the log and the figure reported on the stats page is consistently 97.66% of the connection figure reported in the log file.
It is not helpful that the router does not appear to report the CURRENT SNRM - clearly the figure in the log file is the TARGET, however the log of 6th July reports 3.3dB which might suggest that there was some noise around at the time.
Does this router offer a bits per tone plot? You might get more useful information by downloading RouterStats from the link below. IIRC it has been tuned for use with HH4.
I think this needs watching - given the line length you ought to see a synch speed nearer 24Mbps which would deliver a profile of 21.168Mbps which somewhat matches your memory!
Comment from CRT would be useful - especially sight of line error history.

I tried the routerstats software unfortunately it only works with the hub 3 and 5. and then Im not sure if all the features work.
Is there some other way to tell what my SNR could be?

Thank you for the explanation - binary verses decimal decimal Mbits - did not see that one coming.
Would you know how common is this dual (unqualified) use of units is please? Makes me wonder if some speed tests report unclearly and thereby appear to report differing results?

I defiantly use to get speeds of around 18-19Mb with BT so on a sync profile of around 21Mb. I have no idea why I don't sync at the full 24 but it never has done.

WBC 160K - 24M No delay (INP 0) 3dB Downstream, UC No delay (INP 0) 6dB Upstream (ADSL2+)
No interleaving, 3db target. No caps or restrictions.
Current line stats:
SYNC: Down: 21336 Up: 1119
ATTN: 4.6 (up and down)
Errored seconds: 0
Mean Time Between Errors Downstream (Seconds): 136 (little lower than I'd like to see but not causing issues)
