Speed dropped significtly

This isn't right.  For some reason websites are taking an age to open thanks to some serious latency issues and tonight I'm getting this speed -

When I usually get this -

My router stats haven't changed, it's still synced at what it usually is.

Could this be causing the problem?  Note the latency on the third hop.
