if you heard nothing when you pushed option two, that means your line is quiet, it passed the test

Hmm...
It should be totally quiet. What type of phone are you using - is it a cordless?
Any chance of you trying a different wired handset (if you could quiet line test your phone on someone else's line that would be great).

I've seen posts suggesting that Dect phones should be double filtered. Also when you did the test socket test, was the phone still plugged in to the filter? If so try again without the phone plugged in to see if you get a better sync and also make sure the DECT phone is totally turned off or moved well away from the phone socket and router.

Right - for a next step I'd recommend trying the quiet line test on a friends phone to see what it should be like and then borrowing their handset for 10 minutes to compare on your line.
BTW - is there any electrical equipment near the phone line in or the router? (E.g. your router isn't sat on top of your PC - power supplies can generate a lot of electrical noise)

Apart from all the other suggestions I think it would be informative to keep a log of your speed and noise margin.
Routerstats is good for that and can give you good indications of when things go wrong.

Something is badly adrift - your attenuation has dropped from 52dB to 47dB
Also with a noise margin of 14dB and 47dB attenuation you should be getting much faster speeds than 1856kbps
