I have run the programme you suggested, not sure if it tells me anything or not.

Try these programs:
http://www.bleepingcomputer.com/download/driver-fusion-driver-sweeper/ ;   (checks for outdated drivers - make sure you uncheck the free programs that come with it when installing)
http://secunia.com/vulnerability_scanning/personal/ (Scans and checks all installed programs for updates)

Sussed it!
It was something called "AMD QUICK STREAM" which was installed when I updated my graphics drivers/software at about the time this problem started.
Seems it prioritises your connection for streaming whether you are steaming or not, it is known to cause issues.
Uninstalled it & all is now ok!
