For an exchange to be Market 2 at least one operator must already have LLU equipment in the exchange. Nothing is stopping Sky from adding theirs now if they want to.

Yeah talk talk are on mine, so does that mean plusnet could put their equipment in if they chose to?
Also is my exchange on the new list to have it upgraded to adsl2?

Plusnet don't have any equipment in exchanges, as with other ISPs they purchase BT Wholesale broadband services.
Neither the UserTools Exchange Checker nor Samknows lists a date for 21CN/ADSL2+ availability in your exchange. As far as I know BT Wholesale have listed dates only into 2012 so by implication ADSL2+ availability on your exchange is some way off.
