It's not  a permenant change as you can change your package once a month and if you don't touch the fixed cost/PAYG option  then this will happen and you'll then get 128K speeds when you use up your allowance
If you want to PAYG as you go simply tick the box at the bottom left and this will charge you £1 per GB over your allowance and will keep your speeds to normal

Out of curiosity, for those of us who still have the Broadband Premier packages, is it possible to upgrade, but not to BBYW. That is, switch to from Broadband Premier - Option 1 to Option 2 for instance?

If you goto this page:
https://portal.plus.net/upgrade_process.html?memberheader=upgrade
You will be able to see which products that you can upgrade to.  I'm fairly certain that you can't upgrade to another Premier product as they are no longer for sale.
