Well I can happily saturate my line (8MB/s) using Usenet, so it isn't throttled.
Try dropping the number of connections you have to say 5 then increasing them slowly and see if the speed increases.

I've tried all different variations of connections, it doesn't seem to make any difference. I've actually just reconnected again and I'm now getting 2.2mb again and have been for the past 10 minutes, reconnecting is definitely having an effect I just don't know how or why.
On the plus side I had wireshark running this time.

Try a free trial on one of the other providers and see if they give the same problem.
Have you tried all the astraweb servers? try also changing the port number to a different one.

I've tried different servers and ports etc, the same account saturates the line on a friends connection. I have a backup block account and the speed using that is the same as the astraweb one. It's a mystery!

Odd but I can't see any usage showing as Usenet/p2p in your VMBU, it all seems to be showing as web downloads? I'll check with Dave on that (I don't believe it should make a difference) but also what client are you using to download from Astraweb?

I've tried alt.biz and binreader.
That is really odd I checked my usage not so long ago and there was definitely peer to peer on there, it seems to have vanished!

Just had a thought, try disabling your AV for a trial.
If the speed keeps up then it is that that is "whaming" it,
