HTTP Error 406 even with SafeGuard turned off

I work from home using my PlusNet full fibre connection and for some reason one of the websites now comes up with an HTTP Error 406 despite (1) it used to work on my connection and (2) it being fine if I use a different connection (e.g. when checking on my phone using its 5G connection).
Is this being blocked by PlusNet for some reason: https://partners.quest.com/
Initially I tried adding it to the allowed list in SafeGuard, but no change. I have now turned off SafeGuard, but even a day later I get the same error. It is not related to which machine is being used to browse, nor the browser, not related to cookies, etc. so I can only assume PlusNet block it. If other community members get the same error it would be clear what is going on.

@aje21 I can access that site just fine.
It's not Plusnet blocking access to the site, likely its the site blocking access from your IP address for some reason. That would explain why it works from a mobile connection.
Assuming you are not on a static IP ? You could try dropping your internet connection to see if you get allocated a different IP , although it might not work because allocated IP's are 'sticky'
Use https://www.whatismyip.com/ to check your public IP address, then disconnect your router and leave it off for 30 mins, reconnect and check again to see if you have a different IP.
If that fails, then its contact the site and ask why they are blocking your IP

Thanks for checking and getting back to me. I do have a static IP address so that does sound like I need to see if it is being blocked by the site (rather than PlusNet).
I will update this thread if I get an answer.

Really ? static IP's havent been available to new customers for some time now. I'd assumed that since your forum registration is new , that you were a new customer, is that not the case ?

New to the forum (simply because I have not had issues before), but I got my static IP address back in 2015 and even managed to keep it with the move from ADSL to full fibre (which was good news).
