FTTC Slow upload speed - capped?

I'm on FTTC, I know I'm a long way from the cab, but I'm only getting 700kbs upload speed - yet the BT modem reports 18db SNR on the upstream.
Would this indicate my upstream has been capped in some way?

Is that the reported sync speed or the results from a speed test

Speed and SNR reported by the unlocked HG612.

what are the downstream speeds and noise margin

16Mbs and around 6db.

So that is around 2km from the cabinet
From this http://www.ispreview.co.uk/index.php/2012/12/when-slow-speeds-become-a-fault-on-bts-fttc-superfast-b... and knowing that you would be on the 40/10 option then the upstream speed should not be less than 22.5% of 16Mbps or 3.6Mbps
