Two points, the speeds are up and down without a re-boot; the upstream speed is also severely affected. This is very strongly suggestive of a possible copper loop fault. As long as BB arrives on a pair of copper wires and with symptoms like that, it would be silly not to carry out such basic checks and nobody will convince me otherwise.
