I'm not surprised that test came back as OK - they always do, and that refresh will have done nothing as the issue is somewhere in the Openreach network.
Can you do as Dan asked and post the 'all' category from the event log around the 1532 mark - before and after?

No worries, Stephen - at least you are following through, which many don't. That log looks a bit 'unusual' to me, suggesting something is more than a bit wrong, but I'll leave it to @Dan_the_Van , it's a bit above my pay-grade to fully interpret it. 😉

Typo.
Should have stated Hub2, as I don't have a Hub1. And since I don't have a Hub1 it should be of no surprise I couldn't locate it.

I checked the log, it does look like you had a power cut.

But there is another entry of interest, I would not expect to see one of these during the day.

Rather that an DSL down (line failure) there is a PPPoE down, (this is the data connection), but this could be associated with power glitch in the area.
The last DSL down messages I could find
00:22:57, 08 Nov. (4766083.780000) PTM over DSL is down after 79433 minutes uptime
00:37:48, 19 May. (5921273.200000) PTM over DSL is down after 18050 minutes uptime
these could just be down to overnight maintenance or DLM resync.
Need someone from plusnet to review this, a Radius log would be nice to look at as this gives a better view of the connection.
There is an obvious drop in speed
15 Nov. PPPoE is up - Down Rate=43947Kbps, Up Rate=13663Kbps; SNR Margin Down=9.5dB, Up=5.8dB
13 Apr. PPPoE is up - Down Rate=48941Kbps, Up Rate=12691Kbps; SNR Margin Down=8.6dB, Up=6.2dB
The drop in speed could be down to the DLM attempting to make your connection stable.
But if it higher than you Minimum guaranteed speed (MSG) it may be hard to get plusnet to engage Openreach to resolve the issue.
