Receiving uses port 110 (POP3) or 143 (IMAP). SMTP uses port 25 by default so the fact you can receive does not mean port 25 is not blocked.

Thanks for that.  So Vodafone could be blocking port 25 (and 465?).

Didn't think they were, but you can try Vodafone smtp. Replace relay.plus.net with send.vodafone.net
