I'm not sure if you noticed that I did update your ticket yesterday. I can update this thread daily too if you prefer.
I don't have direct ownership of this, think of it as me being your dedicated messenger who is pressuring the relevant people who are dealing with resolving the consistency issue.
We always want to be as transparent as possible with our customers so with that in mind the deal is that I'm liaising with one of our faults managers who is then in turn liaising with our BT Wholesale accounts manager.
I'll be speaking to our man as soon as I see him in the office today and will let you know if the progress BTW are making has resolved the issue yet.

Download speed achieved during the test was - 7852 Kbps
For your connection, the acceptable range of speeds is 4000-21000 Kbps.
