Unfortunately ADSL1 interleave (via 21cn) works exactly like 20cn. I.E. one level that affects both upstream and downstream equally. Your Attenuation means that you're on the cusp of benefiting from being on ADSL2+ but I wouldn't like to necessarily recommend in case it made things worse, but that's the only way we could define interleaving.

I am on 21CN ADSL1 (moved from 20CN) and the interleave depths are 32 down 4 up which appears to be about the mid setting
