OK,  EE/plusnet uses CGNAT so the 10.x.x.x is the local ip , the public one appears to be correct.

That shouldn't prevent you accessing your openvpn server

Edit just checked my phone with WiFi offand it gets a local 10.x.x.x ip

@not_me  I can confirm that OpenVPN works fine from my PlusNet mobile.

I have a TP Link ER605 which I've just configured with an OpenVPN server. Installed OpenVPN connect on my Android phone and imported the profile generated on the ER605. Turned off wifi on the phone , ran OpenVPN connect and it connected first time.

I'm not sure that directly helps you but it confirms @bobpullen s findings earlier
