Sorry that you find this rule ridiculous, personally I believe it's very useful and an important step in stopping spam to peoples private message inbox. Other forums I've been on have had new members sign up and just spam as many accounts private messages as they can (IIRC it also happened on here before this rule was brought in), so asking for public posts first is one way of starting to combat this.

We do normally ask that people start a thread to ask for help with their problems, as is the way a forum should work, rather than directly PM someone on first contact. Often the thread will lead to a PM conversation, but asking publicly is generally how forums are set up.
