my question is can she use her mobile phone to make calls to her family in Italy, to both mobile and landline phones using WiFi Calling
wifi calling is still part of the mobile contract. So it depends on what your mother's mobile provider charges for international calls ?
Superusers are not staff, but they do have a direct line of communication into the business in order to raise issues, concerns and feedback from the community.

Does she currently use WiFi calling? If she does it'll continue to work on Full Fibre. Note that Full Fibre doesn't work during power cuts unless you have backup power for the ONT and router.
Is your mothers landline phone number important to her? If so, you might need to look at VOIP as well.

Have you checked the cost of calls to Italy from a mobile? I'm with Spusu. They give you 500 minutes/month to EU countries on all their packages after which Italy is 10p/minute, with the option to set a spending cap for extra usage. https://www.spusu.co.uk/plans.
