Crontab Access

I have not needed to alter my crontab settings since the change from cgi to ccgi.
I now need to and was indeed surprised that crontab is still not available via telnet, its been ages since it was disabled.
How do users change, test & amend their crontab files?
I need a quick way of doing this, waiting for admin / support to make changes for me is not an workable option to me, it would take far too long.
Any advice would be helpful.

Funny thing is I have a perl script for controlling cron via cgi. Unfortunately I wrote it for a home file server so it currently lacks access control.
Basically there were a bunch of programs I wanted to control, for example see the "coil calculator" on my homepage which works by piping the form data into the "coil" program (by Steve Moshier)  then parsing its output to extract the inductance.
