Ive found this to be the cap at anytime, if it is why do you advertise line speed for the off peak periods?.

My line is fine yes, just since i swapped from pro too the unlimeted package max speed at any time is 2.6 from anywhere whatever the time of day.

What type of traffic are you measuring at that speed? Some types of traffic are restricted, such as p2p and usenet.

Speed Down 2665.31 Kbps ( 2.6 Mbps )
Speed Up 373.98 Kbps ( 0.4 Mbps )
i always got a solid 5.6 from there before i changed.
Now i am getting tons of timeouts on web pages and all i can put it down too is this package as all was fine before.

Ok - This is odd as the package you are on should be seeing speedtests come under 'web' traffic which is still prioritised.
What do you get when running a BT Speedtest from http://www.speedtester.bt.com ?
