something isnt right its just not loading pages

Hi i have a problem with my WWW its not as fast as it could be but it is running about 4.5mb which is fast enough but i am having problems with loading pages i have to wait reload or just give up just now whilst trying to start a new topic it has taken me three attempts to just get the page open.
Facebook is also playing up when i look at pictures there still blurry as if it gave up fully opening them.
I have tried it on my computer and my partners to see if it was the equipment but it happens on them both.
Here is a snapshot of my speeds it sometimes can reach 7mb so it is half the speed but 4mb is enough to run web pages i am sure.

Even posting that post i encountered a issue where i had to retry three times.
Just done a speedtest with brodband speed checker and the needle is bouncing up and down Sad
